Research engineer for the high intensity radiated fields (HIRF) laboratory at NASA Langley Research Center since 1996. Interested in lightning, HIRF, electromagnetic pulse (EMP), high power microwave (HPM), solar elecromagnetic events, emerging radio technologies, wireless avionics, and how air vehicle operations, communication, navigation and surveillance are affected by the electromagnetic environment. From 1987 to 1996, Jay was a member of the Space Shuttle launch team at the Kennedy Space Center. He earned a BSEE degree from the University of South Florida in 1987, and a MSEE degree from the University of Central Florida in 1995.
